When we first moved to Delhi, our neighbours were rather ‘unfriendly’- That word is probably an understatement. In fact those people were arrogant people who seemed to look down totally on us, almost as though they were ready to murder us whenever we crossed their paths. So whilst we spent the first couple of weeks baring large hopeful smiles and hellos to our neighbours, these were irrevocably met with cold stares or surprised looks.

Yeah, I have heard this from many people, and my personal experience supports this, too - there is a certain hostility or distance that one feels in the general population of delhi. Perhaps this does not get sensed if one is an original delhite, but desi visitors definitely feel this distinctly.
In contrast, one does not feel it in places like bombay. I have not even felt it in places in India where I did not know the local language to communicate with the locals.
